Last week Senator Fonfarra introduced a bill (SB 464) that would create a select commission with a handful of city and state appointees to control Hartford's budget.
This proposed commission is an end run around the City Charter and gives authoritarian power to the Mayor and the Commission. It would disenfranchise elected officials like City Council members. It would have the power to change the way Hartford spends its money, affect school funding, and take away the right to collective bargaining agreements for unions.
